The ordinance also defines Midtown Atlanta to include the area bounded by Interstate 85 to the north, North Avenue to the south, Interstate 75/Interstate 85 to the west and Piedmont Avenue to the east.

Additionally, the ordinance prohibits all right turns on red lights in Downtown and Midtown Atlanta. A “turn on red light” includes turns that would otherwise be legal under Georgia law.

Normally, state law allows the driver to turn after coming to a full stop and yielding to pedestrians and cars. Now, all right turns when facing a red signal are no longer permitted, even if the driver comes to a complete stop and yields the right-of-way to any traffic in the intersection or crosswalk.

Finally, the ordinance covers how this ban will be enforced. The ordinance authorizes the state to erect “No Right Turn on Red” signs at all intersections. Rather than citing drivers for making a right turn on red, which would be outside the city’s power, drivers are cited for disobeying a “No Right Turn on Red” sign.
