Car registration in Texas involves these five steps:

1. Get insurance
2. Pass emissions test, if needed

Texas Vehicle Inspection and Insurance Requirements

As of January 1, 2025, Texas no longer requires non-commercial vehicles to pass inspections before registration. However, you’ll still need to pass an emissions inspection in these counties:

• Brazoria
• Collin
• Dallas
• Denton
• El Paso
• Ellis
• Fort Bend
• Galveston
• Harris
• Johnson
• Kaufman
• Montgomery
• Parker

Bexar County will join this list as of November 1, 2026. The testing in that part of the state will cost $18.50. Each driver will need a pass before their next renewal. Only electric vehicles are exempt.

These are the minimum insurance requirements you need to register:

• $30,000 bodily injury liability per person
• $60,000 bodily injury liability per accident
• $25,000 property damage liability

You may, of course, purchase additional coverage.

Documents Required for Texas Vehicle Registration

For a first-time registration, you must have your vehicle’s title if you own it outright, or out-of-state registration if you just moved to Texas and are making payments. Aside from proof of ownership, you’ll need the following:

• Completed Form 130-U
• Proof of insurance
• Emissions inspection report, if required
• Proof of Texas identity and legal residency (REAL ID-compliant Texas ID, passport or permanent residence card)

As of March 5, 2026, Texas requires proof of identity and legal status for original titles. If you’re filing for a renewal, this requirement doesn’t come into play until January 1, 2027.

Texas Vehicle Registration Fees and Costs

The cost of registration in Texas includes the following base fees:

• Cars Up to 6,000 Pounds: $50.75
• Cars 6,001 to 10,000 Pounds: $54
• Motorcycles/Mopeds: $30
• Electric Vehicles: Additional $200 fee

In addition to any county-specific fees, you should expect to pay a $4.75 processing fee and a $1 insurance verification fee. There will likely be a $7.50 inspection program replacement fee, which will be charged at registration. Owners of new vehicles will pay $16.75 up front to cover two years.

There could be county add-ons, too. Bell County, for example, charges a $10 road and bridge fee, as well as a child safety fee of $1.50.

How to Register an Out-of-State Car in Texas

Driving with an expired registration becomes a misdemeanor after the fifth working day past expiration. A court may dismiss the charges if you register the vehicle before your court date or by the 20th working day after the offense. There could be a reimbursement fee of up to $20, however.
